When you enter a home, if your income and/or assets are insufficient, you can apply for supplementary benefits at the municipal AHV agency. If your financial resources are assessed as insufficient by the AHV agency, you may be entitled to assistance through the granting of supplementary benefits. This right concerns admission to an EMS that has concluded a service contract with the State. AROSS can inform you about the steps to take.
In the event of a social emergency, AROSS can organize admission to one of the two EMS in the canton that have a social emergency bed in Le Locle and Neuchâtel. This stay of up to five working days allows AROSS to meet you and assess your needs. Then, in collaboration with you, your loved ones, your family doctor and your care provider, we will consider the next steps in your care.
If the income of a person entering an EMS is insufficient, he or she can receive supplementary benefits to the AVS. The calculation of the benefits is made on the basis of the person's income and expenses and taking into account his or her assets. If your parents have assets, they may have to use some of them before they can apply for supplementary benefits. Children can apply if they have been divested of their parents' assets.
If the resident is no longer able to manage his or her own affairs, or those of his or her family, it is advisable to apply for a management guardianship. AROSS can inform you of the steps to take. The EMS do not manage their residents' finances.
